If you answer is yes you often need to show something to someone by marking up/labeling the picture for easier recognition, then the new app from Evernote is the right app that can help you: Skitch - Snap the picture, mark it up by pointer and words, then send it.

Not only images that can be marked up, but also PDF, however PDF markup requires you to buy in-app purchase or become Evernote premium subscription.

Current version varies between devices but requires Android 2.3 (GingerBread) and up to work.
